“วราวุธ” กล่าวปาฐกถาพิเศษในงาน Bangkok Post Conference 2022 “The Future of Food forum”
วันนี้ (28 เมษายน 2565) เวลา 13.30 น. นายวราวุธ ศิลปอาชา รัฐมนตรีว่ากระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (รมว.ทส.) ได้รับเชิญจาก Bangkok Post ให้เกียรติกล่าวปาฐกถาพิเศษการประชุมงาน Bangkok Post Conference 2022 ซึ่งจัดขึ้นภายใต้หัวข้อ The Future of Food forum (ผ่านระบบการประชุมทางไกล) ซึ่งเป็นเวทีให้ผู้เข้าร่วมประชุมได้ร่วมแลกเปลี่ยนความเห็น ข้อเสนอแนะและมุมมองใหม่ๆ เกี่ยวกับความมั่นคงทางอาหาร การปรับตัวเพื่อตอบสนองต่อสถานการณ์การขาดแคลนอาหาร และการจัดการระบบอาหารอย่างยั่งยืน
โดย รมว.ทส. ได้กล่าวถึงบทบาทของประเทศไทยในฐานะเป็นครัวของโลก ผลกระทบของสถานการณ์ การแพร่ระบาดของโรค COVID-19 สถานการณ์ยูเครน-รัสเซีย รวมถึงวิกฤตสิ่งแวดล้อมของโลกที่เรากำลังเผชิญ ทั้งในเรื่องของการเปลี่ยนแปลงสภาพภูมิอากาศ การสูญเสียความหลากหลายทางชีวภาพ และมลพิษจากสารเคมีและขยะพลาสติก ซึ่งล้วนมีผลกระทบต่อความมั่นคงทางอาหาร ในขณะเดียวกัน การจัดการระบบอาหารที่ยังไม่มีประสิทธิภาพ ซึ่งก่อให้เกิดการสูญเสียอาหาร (Food Loss) และการบริโภคที่ก่อให้เกิดขยะอาหาร (Food waste) ก็ยังส่งผลกระทบต่อความมั่นคงทางอาหาร รวมถึงปัญหาทรัพยากรธรรมชาติและสิ่งแวดล้อมเช่นเดียวกัน โดยจากรายงาน The 2021 Annual Progress Report on SDG Target 12.3 ระบุว่า ปัญหาการเกิดขยะอาหารมีแนวโน้มที่สูงขึ้น โดยการลดปัญหาการสูญเสียอาหารและขยะอาหารลงครึ่งหนึ่ง จะทำให้สามารถลดการปล่อยก๊าซคาร์บอนไดออกไซด์ 1.5 GtCO2 ต่อปี ภายในปี ค.ศ. 2050
นอกจากนี้ รมว.ทส. ได้นำเสนอถึงความสำคัญของการอนุรักษ์และรักษาทรัพยากรธรรมชาติและสิ่งแวดล้อม ซึ่งถือเป็นปัจจัยพื้นฐานของความมั่นคงทางอาหาร โดยชูนโยบาย BCG Model การดำเนินงานเพื่อสร้างสมดุลย์ของความหลากหลายทางชีวภาพซึ่งเป็นแหล่งผลิตสำคัญของอาหาร ยา และสมุนไพรต่างๆ การแก้ไขปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศ การนำเทคโนโลยีที่เหมาะสมและใช้องค์ความรู้จากภูมิปัญญาท้องถิ่น การจัดทำแผนการจัดการขยะอาหารซึ่งมีเป้าหมายที่จะลดขยะอาหารให้ได้ 50% ภายในปี ค.ศ. 2030 และนำเสนอผลงานของกระทรวงฯ ในการดำเนินโครงการจัดหาน้ำบาดาลขนาดใหญ่เพื่อแก้ปัญหาภัยแล้งอันเนื่องมาจากพระราชดำริ Nan Sandbox โครงการ Rice NAMA และการร่วมมือกับภาคเอกชนในการลดการใช้พลาสติกในร้านกาแฟ โดยมีวัตถุประสงค์เพื่อลดขยะอาหารและการใช้พลาสติกที่ใช้ครั้งเดียวทิ้ง และเน้นย้ำถึงความสำคัญของการมีส่วนร่วมของภาคเอกชน ซึ่งปัจจุบันมีหลายบริษัทที่ลงทุนในแนวคิดและนวัตกรรมใหม่ๆ ด้านอาหาร
"Varawut" gave a special speech at the 2022 Bangkok Post Conference, "The Future of Food Forum."
Today (28 April 2022) at 1:30 p.m., Mr. Varawut Silpa-acha, Minister of Natural Resources and Environment, delivered keynote address on “the Future of Food” at the 2022 Bangkok Post Conference.
The Minister highlighted Thailand's role as the world's kitchen and the impact of the outbreak of the COVID-19 pandemic and the Ukraine-Russia conflict, as well as the global environmental triple planetary crisis of climate change, biodiversity loss and pollution from chemicals and plastic waste. All of these crises have implications for food security, while inefficient food system management and unsustainable consumption cause food loss and food waste and consequently affect food security as well as natural resource and environment. The 2021 Annual Progress Report on SDG Target 12.3 indicated that the problem of food waste is likely to be increased. By halving the food loss and food waste, 1.5 GtCO2 per year can be reduced by 2030.
In addition, the Minister underscored the importance of preserving natural resources and protecting the environment, which is fundamental in food security. He emphasizes the importance of BCG Model which relies on maintaining biodiversity as major sources of food, medicine and herbs. He suggested that we need to solve the problems of climate change, introduce appropriate technologies and utilize knowledge from local intelligence, and establish a food waste management plan that aims to reduce food waste by 50% in 2030. He presented several projects of the Ministry of Natural Resources and Environment contributing to food security such as Nongfai Groundwater Royal Project in Kanchanaburi Province, Nan Sandbox, Rice NAMA project and project in cooperation with the private sector to reduce plastic waste from single-use plastic containers and food waste. Finally, he underlined the importance of private sector participation, where many companies currently invest in new food ideas and innovations.
